Drupal.in Drupal India User Group

The profile has a custom text field. The auto complete feature is ON. But as in the description below it, it says it will only be enabled when the user has access to profiles (that is logged in users).

But I want the users who are registering to the site to be able to use the feature of auto complete feature. What made me more eager is that, drupal.in is already using such feature for auto completion of state names, so it is possible. Kindly help on how to set up such a thing for anonymous members. Thanks in advance.
